Energy Assistance Information

The Wisconsin Home Energy Assistance (WHEAP) program assists households by lowering the cost of their energy bills. If you quality for WHEAP, you also qualify for the State of Wisconsin’s Weatherization Assistance Program (Weatherization). Read more about these program here.

Energy Assistance
You may qualify for energy assistance through the Wisconsin Home Energy Assistance (WHEAP) program if your gross income for the last month is less than the amount shown below for your family size. These numbers are decided at the federal level and updated prior to every new assistance season, which runs from October 1st–May 15th.

To apply for Energy Assistance, schedule a phone appointment with Partners for Community Development, Inc. by calling (833) 646-0823, or click HERE to fill out, print and mail in a paper application. If approved, you will receive a credit on your MPU bill. Applications are processed on a first come, first served basis.

What else should I know about WHEAP?

  • Assistance is a one-time yearly benefit payment.
  • You do not have to pay the money back.
  • It is not intended to cover the entire cost of heating your home.
  • Your heating assistance benefit may be sent directly to your fuel supplier.
  • Electric Assistance (Non-Heating) helps eligible households pay a portion of non-heating electric energy costs.
  • Crisis Assistance aids households that have no heat, have received a disconnect notice from their heating fuel dealer, or are nearly out of heating fuel and do not have a way to pay for their heating needs. Proactive non-emergency assistance is also available through the entire year to avoid future emergencies.
Weatherization Assistance

The State of Wisconsin’s Weatherization Assistance Program (Weatherization) helps homeowners and renters reduce energy consumption while increasing the comfort of their homes and lowering utility bills. If you have qualified for the Wisconsin Home Energy Assistance Program (WHEAP) within the past year you may also be eligible to receive Weatherization services. Weatherization services are provided at no cost to qualifying households. The services offered vary with each home depending on factors such as when the home was built and its condition.

Some of the Weatherization measures may include:

  • Insulation of attic, walls, and floors
  • Replacement water heater
  • Installation of energy efficient lighting
  • Reduction in air leakage
  • Repairs to or replacement of heating system
  • Replacement refrigerator and/or deep freezer
  • A health and safety inspection
  • Information about maintenance and energy conservation services
